This still drops off of a "goblin net master" in Lake Rathe. the spawn is 2 hours exactly, south of the Aviak watchtower. :)

Was doing my warrior 1.0. Dropped off a goblin netmaster that aggroed me while I was swimming. Harmtouched me for 321, so he was level 32 sk.

i heard that it was for an armor of ro quest, rather likely that it could be wrong though, but i do recall waaaay back in the day killing a few gobby's and them droping this.
