There is no quest for this. Its not worth picking up. These drop common on CT server.

How it is No Drop?????
well he said he was on FV...most stuff loses it's No Drop tag on FV...
I've been camping ME for about a week now, just racking up exp and loot as I go from lvl 27 to 31, and have accumulated a number of these. I think 6 or 7. If I can't sell them, and I have better weapons I'm not sure what to do with them. Destroy them I guess. Other members of my group wasn't picking them up, but I was hoping I might sell them, or use them for a quest. Now I'm sorry I did.
NO DROP. That means you can't sell it. If it's for a quest, you might be able to MQ it, that's all.
Unless you're on the Fiorina Vie server at least.

There is also a droppable version (sans the damage bonus) I bought it from somebody for 40 pp for my shaman on FV. For an untwinked lowbie, this is a great weapon! Light, fast, and painful. The fact that it looks like a rubber mallet is also amusing.

uh, on FV everything but major stuff like epics is dropable.
drops off of a tribal gatherer, who's blue to a level 36.

Why is this item LORE and NO DROP. Is it part of some quest?

It is not lore, that's a misprint. I have two in my inventory right now. No quest that I could find.
