To use the special "port to Sul Vius from any TBM zone directly" feature, I am pretty sure you need the Mirror Master achievement which you get by doing all the mercenary and partisan tasks and all the group missions.
Once you get this achievement, the mirror will port you directly to whichever version of Sul Vius you were last in, from any other TBM zone. So for example if you port in to Plane of Health you will be able to click your mirror to get to Sul Vius without running all the way.
Without that achievement, the mirror only works while you are inside either version of Sul Vius, or doing special tasks/missions involving the mirror.

Into the Temple (a)
Seal of Approval
Into the Temple (b)
Completing them will grant you Mirror Fragment of Anashti Sul which is the key to enter those zones.
