This dropped for me in Siren's Grotto off of a Siren. Myrmidon if I recall correctly.

The tower in Wakening Land is at approximately neg 1000, pos 500 in the middle of a small lake. It is reached via a bridge on the north side. I recommend getting there from the Kael zone (invis). Turn right and hug the wall til you get to neg 1000, pos 3000. Turn due south (left) and head for the tower. Mobs on the bridge and first floor might agro on you, but once on the second floor with the vendors you "should" be safe visible. The portal to the Plane of Growth is located on top of the tower. Clicking on the orb below planar level will move you to the Kael zoneline.
