OriginalI just bought this in the bazaar for 150 pp and a Sensate Eye....didn't think it was from the Planes....hehe oh well, more mana :)

I just picked one of these babies up in the Bazaar for 300pp and a Dark Reaver for my 32 Cleric - Was wearing a straw spun belt. I made out like a bandit. 5.5 stones less weight - same AC as Field Plate girdle with Higher WIS/STA Imbued FP is WIS 4 STA 2. Didn't know it was a Planar Item - thought they were all No Drop.
Majority of planar items with any stats worth talking about are no drop. Not all though, this is one of the few exceptions.
Amulet of Necropotence is one of the more popular items from Fear, as it's a skeleton illusion item anyone can use (only int casters can actually equip it, but any can use illusion from inventory). It's droppable, and sells VERY well.

Verant just had some events over halloween, in which a no-drop wis caster girdle dropped with 5 wis 6ac and some stats. Wierd part is that it was dropping off of sub 20 mobs in EK. Thing was common as orc pawn picks (well, not quite, but you get the idea). Can't seem to figure out their logic here. This nice item drops in plane of fear, and so they have a similar item drop in EK, off mobs killable by lvl 15s. At least that one is no-drop, and should not affect price of this too much.

Logic is easy to figure out. During GM events special items drop that have better stats than what you could typically get off a given level of mob normally. Reason should be obvious; it wouldn't be much of an "event" if just the same old, same old, stuff dropped. It's this rare special items that generate interest in GM events and get people excited about them. Else the majority of GM events would just be ignored.
Almost all GM event items are no drop, and thus won't affect value of normally dropping gear anyway, you are correct there.

It's a baby version of the No Drop one, Grotesque Girdle I think, oh well, I'll take it if nobody wants it.
