i have a type 4 aug on RB that procs(i forget the name) peotection 3 or sumthing which reduces some of the incoming melee damage. if im being hit or was taking some damage, i will switch out my ragebringer with my lifetap proccing weapons and with my 36% haste cloak i wont lose much haste. once my hp bar is back up(which also saves mana for the healers)i will switch back to faster more damaging weapons. this is what makes the difference in having haste effect weapons and haste effect armor. and the bandolier with the DoN expansion makes this very simple
Okay real fast, for you those of you that are slightly confused, or those that just want some more defined information on haste, haste %'s, item's with haste, stacking infromation, and haste spells and songs go to this website. It is by far the most comprhensive site on the subject that I have ever seen. It also includes information on how to find your new delay of a weapon after being hasted

Thus is stacks, i have both Ragebringer and CoF, i have also done the test to confirm haste statistic and the haste total was correct at 76%. The ragebringer will stack with this haste item as well.

The haste on RB (Seething Fury) is not a proc... it is a worn effect, just like this belt. The effects do *NOT* stack. In order for them to stack, the ragebringer would have to create a buff icon in your buff box via a proc (Through use.. as in you swing til it goes off).
I understand this belt is 36% or 41%. I would tend to think it is 36% haste. Haste is perm effect and if you have multiple haste items , the item with the most haste will prevail. Perm Haste items will only stack with Haste Spell and Songs, no two alike will stack. You can also not compare this item even if it is 41% to the Ragebringer for one reason....Ragebringer is a weapon and this is an item. One will not be desired more or less due to haste only. If I make sense to you...good. If not...listen better. )

All PoS haste belts are 41%......So yes you would want to get this with RageB.....thats extra 1% may not seem like alot......but it adds up.....not to mention the stats on this are quite nice indeed
Regardless of the haste, this belt has nice stats. Not as much strength as a Thick Banded Belt, but it's got really nice all around roguish stats. Too bad there are no resists on it to make it a truely awesome item.
Whichever item has the better haste is the one you'll get. I was under the impression that the Ragebringer was the best rogue equipable haste item in the game, but am not absolutely certain of that.
The haste percentage is the additional number of attacks you get when you wear the item in a given ammount of time. So if you look at a weapon with 20 delay, it attacks every 2 seconds, or 30 times a minute. 50% haste would increase that ammount by 50%, giving you 45 attacks per minute (essentially making the delay of the weapon 13.3 delay instead of 20 delay).
