Got this in a raid this week by default, swapped it out for my sash of the dragon borne because the other 2 stats were better. I saw one website that said the BoP has 16% haste and the sash has 24%. Another website is saying all of the items with a haste effect are 6% at level 1 and 50% at level 49+. Not wanting to sound like an idiot, I've got to ask, how do I figure out which is faster. I do know that my sta is fading at a higher rate with BoP and that i'm pulling more aggro with it ( not cool for a GAR ). Haste % is defined by it's level. Worn haste items have set levels assigned to them, that is, if the item has lvl 30 haste, then it will be as if the spell "haste" had been cast by a lvl 30 char, which conveniently equates to 30%.
One way to calculate haste is to litterally have a timer next to you and see how fast Kick takes to repop. Take about 3 time sets... One set of 3 with the Belt of the Pine, one set of 3 with your Dragon Borne belt, and one set of 3 without either haste belt, and no haste items. Then you use simple math and average the times and set it into an equasion. Easiest equasion is something like (haste)/(normal kick time) = X/100. Hope that helps.
I just wanted to post this link for everyone who has a question on which item has how much haste. Not sure of how accurate it is, but seems to be pretty accurate, and has a lot of nice haste info.
The 2nd (or was it 3rd?) island's last mob dropped this, the "boss" I guess. I don't remember his name, but he was one of those red flying imps, except named.
I've seen this belt drop from different mobs on all the islands except the last one (haven't done it yet) during two different Poa raids. Leads me to believe that any mob in the zone has a chance of dropping it.

Haste items do not stack. However, right-click effects on haste items will stack with innate item haste. Look at it this way. You get one innate haste item, more than that is useless, and you can have one haste in a buff slot. I won't get into the bard thing, I have not yet grouped with a chanter and high level bard to test it myself, but if this had right click haste, such as the effect on the Eyepatch of Plunder, it would stack. It does not, so the above poster is correct. Just felt the need to clarify the "No stacking ever" comment.
Three types of haste in the game that stack with each other:
1) Item Haste. You can wear multiple ahste items, but only the highest haste item will be considered.
2) Spell Haste. Chanter haste, Bard haste and Clicky haste from certain items are all spell haste. The other benefits of the bard buff will stack, but only the highest percent haste will be considered.
3) A few rare exceptions. There are two bard songs that stack with spell haste. I believe one is lvl 55 and adds 5 percent and the other is 60 and adds 10 percent. There is also a Monk Discipline that adds I think 25 percent haste for 18 seconds and that stacks with all others. These are the only exceptions I can remember right now.
These three add together to produce total haste.
Lastly, there is a haste cap. I THINK the caps are 85 percent total from any source prior to lvl 51, and 100 percent total from any source after that. The monk disc will however allow you to exceed this cap.
The two new bard songs at lvl 52 and lvl 60 (Battlecry of the Vah Shir and Warsong of the Vah Shir) also allow you to exceed the 85% haste cap. Although I don't know if it'll exceed the 100% haste cap to which you refer. However, I think that the lvl 52 song will allow more than 85% haste pre-51 for any of your group members who may be under 51. But don't quote me on that...
I think that by the time "most" people are near the haste cap, they'll be 51+ anyway...
Got this off a watchful guard on gorgalisk isle yesterday. I was wearing a fbss at the time. But 16% haste and the 10ac i got from it is a fair trade off imho.
I got this belt tonight and its great since i didnt have anyother haste item and it droped from an essence harvester on 5th island, also got the piece for my epic =) so ill have Swiftwind soon to, to bad they wont stack. This belt is great if you dont have a haste item already

Went to kill gwan other day. The fairy princess on isle 1 that you kill to get lunatic to spawn dropped the belt of contention. WE were surprised to say the least, were just there to kill gwan, the war with us was happy.
This belt is a random drop... i saw it drop by Boss of island 3 (azarak island) and i saw the Pegasus Island boss drop it too.. So if the watchul guard can drop it.. its prolly a random drop at all ... like warrior Belt .. 2 warrior belts droped today and was on normal mob .. not island boss ...
