This item is claimable by redeeming the loot card of the same name from the Legends of Norrath online card game. I'm not sure how this one is obtained, though. Perhaps it was a reward for one of the monthly tournaments? It isn't on the list of loot cards which can be found in the Dragonbrood - The Anarchs booster packs.

OK, I did a little research in the LoN forum archive before it goes away. (They've moved the forums to be a sub-forum within the generic SOE forums, a death knell for the game if ever there was one.) This loot card was rewarded for participating in the November Loot Tournament of 2010 (Nov. 24–29). The EQII option was Curse of Scale. Additionally, you received a copy of Xebnok (card #11P11) for use in LoN.
