I got one of these while huntin with guildmembers the other night and must say he was a very easy kill. I had the luxury of groupin with a full group and I was the lowest as a 43rd lvl barb warrior. My guildmembers did a great job on the Hangman and he dropped without any problems. They had already had haste items and it was known that if he came up I would receive it. For my first time to Trakanon's teeth this was a great surprise! He is on the Forager cycle like stated before and the xps at 43rd lvl were great! I also aquired a nice upgrade for my previous bow with a spectral bow which is 19 dmg 50 dly +3 dex. that drops off the forager and hunter along with the medallions for the key to Cabilis. Thanks to Camm,Fflewder,Ploud,Inova and Santhania for helping me aquire this. It was a good night, as before I got there Camm won the roll for Ceremonial Iksar Breastplate as well. Nice loot and xps here and I will go back soon! Hangman is all melee and quick but a group that works well together will drop him fast.
The lv of the Frenzied Ghoul is 48-50 & *mabey* 51. I have sat down by the frenzy & been hit for 129 max & if the freazy has the FBSS he hitts fast as well. When the Frenzy pops there iz a full group of 58+ usually a few 52's there above they are sayign they were killing the hangman with only 3-4 ppl, with a full frenzy group you would own him
The hangmans noose is dropped by the hangman in trakanons teeth. He looks like a giant erollisi mantrap.
He is around level 50. Was blue to a 52 ranger and 53 shaman, red to a 44 druid, so probably around level 50.
He is on the forager spawn cycle, NOT the hunter spawn cycle. He and a hunter were up at the same time after we killed a forager. Thus, if you are gunning after this item, you need not kill the hunters. We weren't killing hunters, and we were the only ones hunting the zone at the time.
Once up, I dont know how long till he despawns, but I can tell you that our first attempt resulted in all of us getting spanked, and I ran all the way back from FV to TT, looted, we medded up to full, and gave it another try, and he was still there. All told took us around 15-20 minutes for me to get back and med to full, so take it for what it's worth.
The item can be worn in the head or waste slots ONLY. I know it's ridiculous that it can't be equipped in the neck slot, but go figure. Given that most folks that want this item are (or should) be wearing an FBSS anyway (tanks that want to taunt via haste), it is a nice piece for the waist, adding the AC.
I have no idea if the haste on this is lower or not, and i don't give a rat's ***. As a ranger, I am an AC *****, but I also want haste for taunting and in general mob butt kicking, so this is a nice compromise until I get ultra lucky on a naggy raid or the gods smile on me in velious. My fbss is now a cash flow item, period.
The Hangman spawned just south of the lake/stream intersection. I have no idea if he always pops there or if is random, just telling you what we saw. He was an instant pop after killing the forager.
The hangman is straight melee, a warrior if you will. Several in other boards have said he's a hybrid. NO, he's not. He straight up hits for 120 max (accidently hit the sit button during the battle.....ouch :) ) He can double hit, has LOW delay on his hits, and has pretty tough AC. Myself, a 52 ranger with fairly (I stress the word fairly) high ac (930 self buffed) and a 53 shaman with high wiz gear were only able to bring him down with help from a 44 druid in our guild that came along just in time.
This guy is RARE. RARE RARE RARE, but each pop is an independent probability. One could go 3 weeks without seeing him pop, then have 3 pop in one night. I can tell you that in 40-60 hours of hunting in TT, I've seen this bad boy pop twice. Take it for what it's worth.
And finally, not to be a prick, this is NO DROP FOLKS! That means you CANNOT BUY IT. No drop by definition means it cannot be dropped, traded, or sold by the individual, it can only be used or destroyed. I LOVE the fact that it is rare and no drop, I like having an item few others have =).
Good luck to all those going after this item, it took me 11 levels after being ninja looted the first time I saw him pop at level 41. Be safe out there.

ur ending phrase is soooooo true,i am currently a lvl 42 ranger with duel lammies who is seeking to get this sash, well anywho, i was healing up from killing the orc hut in EW, and some dude trained 3 manticores on me, since i had 3 bubs of life left and the enchanter epic haste buff(66% haste) i thought i could take them out. well i might have if i didnt forget to target one of them and snare/root them, well instead i snared myself and bit the snow within a few minutes, it was my first time dying in 14lvls, wasnt too disappointing since my good friend Slozonr and his cleric friend gave a a lvl 56 rez :) after having this happened to me, i laughed my f^cking @$$ off. note to all rangers, make sure u tartet ur target before hitting the snare gem :)
I got my on sunday was a crazy fight took 45min me 44monk 45cleric 48bard and a 42 rouge fought him we had a ranger pulling but he died as soon as it got to us he hits FAST we also had a druid but he died trying to snare the thing so we could fear kite it. but anyways we had cleric fearing it we were all chasing this thing cleric was going to zone but he stayed fear him he would run back to cleric fear him he would run back to cleric all us beating the crap out of him form behind the whole time its was a very imprissve battle rouge died right before we killed it and bard had better haste item so i got the belt thanks to the sacrifice of my guild thanks guys
Other sites say that this item is 17% haste, a speed that is similar to the generally accepted speed of the swirlspine belt (slightly slower than fbss). My warrior friend and I duked it out and our fists swung at pretty much the same speed - neither of us overtook the other. I can't say with certainty that the amount of haste is 17% but with the 5ac and haste of a SS belt, this item is a nice catch.
the haste from a fbss and a hangmans noose will not stack though rumors ( which i doubt ) but still exist say that certain weapons with a haste effect will stack with it.
looks like a nice item> wouldnt mind giving it a try> i think the guy that was talking about haste stacking was right in the types column spells, items and songs. just got my FBSS a little bit ago and it does stack with celerity(spell) not sure on songs but ill watch for a diff when the time comes so since procs on weapons are spells i would assume that they would stack as well but i believe that a weapons proc would be overwritten by a cast spell if the cast spell was higher than the proc spell. as for item stacking - gotta wonder why CoF would stack with the rest, they had to have made an exception there if it does. just a coupla coppers

I looted one last night off of Hangman, and I verified it can be worn in BOTH slots that it says it can be equipped at (the item description on mine DOES say waist slot and head slot btw). I already have the DW Helm, so I have equipped it in the traditional waist slot.
This item ROCKS!
I wonder if it is worn in head slot, would it stack with FBSS? Probably not. Verant doesn't like players to have that kind of advantage....I can still dream though !
It drops off a slightly higher level mob than the FBSS, and also has the added benefit of an additional 5AC to it (that the fbss lacks). Based on Verant's own statement that the haste effect % is based on the level of the mob it drops from, the Hangman's Noose should have a slight increase over the FBSS haste effect (as Hangman [48-50]is a higher level Mob than the Frenzied Ghoul [42-44]).
