could a lv 48 necro kill this mob? or a lv 49 necro? or could a lv 49 necro and 49 mage kill this mob? ive never been to TT before either, information / directions on how to get to this mob would be greatly appreciated.

ok this is my First hand knowledge so far My 28 Necro has Ring of the Goblin Lords affliction Haste 1 it lowered my cast times on dots to 0.0
i dinged 29 and it nerfed so i am assuming affliction haste 2 items will do the same but over 29 to say? 40? then you would need an affliction haste 3 items it eleminates casting time on affliction spells such as Dots.
There was a major fudge up on some of the haste items in yesterdays patch. I had a friend who was casting Clarity with a 0.0 cast time before the emergency patch.
The stated effect is a percentage reduction in cast time, so the way it is working now is the way, at least according to VI, that it *should* work. For the 8 or so hours yesterday that that bug was active, things were kinda interesting for some folks, methinks.
Dropped her tonight with myself 52sk and ranger who was 46. Rangers had to snare 4 times and i envoked fear atleast 10 it seemed. Long fight but for the most part we didnt get scratched. Sigra did not turn when low on ife though and commenced to pulping me like an orange. I was oom so we ghetto kited her all over the zone. How we didnt get a single add I have no clue. All in all a great night. My friend kept the SCFG to use since he is working on his epic. Good luck to all this is a great item.
This belt rocks! Just killed Sigra with 48 ranger, 51 cleric and me (47 rogue). Was very close until our warrior friend showed up to help deal the final blows. She was yellow to me and tuff as heck, but dropped the belt. I was happy :)
Sigra is an animal. That ranger should have been fear kiting her butt around. Of course, I totally spaced on this too, and ended up hate kiting her around in a little circle while my shammy friend's pet chewed her up.
Actually, DEX does not have anything to do with to-hit %. Surprisingly enough, it is all STR related. DEX does, however, have to do with weapon procs and rogue skills. Not sure if backstabs are affected somehow or not, or if it is only non-combat types of skills (pick-pocket, pick-lock, etc.).
Dex also helps you improve your melee combat skills. If you consider the fact that it will help you learn your combat skills faster, then you could argue that it helps get you to a skill level where you may hit more often.
But when it comes down to it, feel free to correct me if I'm wrong, the actual calculation to determine whether or not you will land a hit depends on your attack number. Something like this:

Have you ever noticed when you get a buff that adds 20-25 str you get a lot bigger number next to "Attack" on your stats/inventory screen? It's right under your HP and AC.
If you want to verify what elements help in your attack or even what weapon you should be using, change your inventory, armor, or weapons around and see if the attack number goes up or down. For melee classes, WAR SK PAL RNG ROG MNK (BST BRD depending on skills), I would get that number as high as possible, unless you are tanking then you need to keep up your AC. But again some would argue that attack is more important than AC because you kill mobs faster with a higher attack number.
You dont get any atk bunuses based on your level, I have a 46 Ranger with a 0 skill in 2h blunt, and I was running around CB missing like crazy, well my atk was still 400 or so from srt and offense skill, but I was still missing more often than I was hitting
This item drops off of Sigra in Trak's Teeth. Sigra is a giant sabertooth that can spawn at several levels, but is often level 50. Sigra is a straight melee mob with no special attacks.
Sigra spawns off the Hunter cycle. Kill enough Froglok Hunters and she will eventually show up.
All depends on your dex without it and if you are meleeing. I am a swarm kite bard so I would wear these over the FBSS for the dex. My dex is currently 123 while kiting and I miss a lot of notes. Kinda sucks so I'm on the lookout for dex gear. Trying to get kiting dex over 150, without sacrificing my other important stats like cha and int.
I'd say switch them out when you want to melee, go FBSS, if you want to play support or kite, then the dex is very useful if you are dex challenged like me.

Sigra drops this silvermane only drops the sabre tooth amulet trust me on this i have killed them both numerous times.In my opinion this is one of the best tank waist items around if you have a haste item for any other slot then your waist then the strength and dex on this are awesome
Aye Sigra drops this.. and she's lvl 45. we killed her twice in about 30 minuties looking for froglok forager and hunters for keys to sebilis. it was a good fight and a nice item.

We obtained this off of Sigra last night on Mith Marr. Sigra is a tiger, around lvl 49 or so and was double-attacking upwards to 130 so be prepared. We never saw a Silvermane, but I suppose it could drop this item as well.
