Yes you can get this song at the gnome camp in Ice Clad, the name is Xorbinaticalus Zimralicus, he is in the hut near the captain.

This also drops in Great Divide with the Shradworms. My guild, Dagger's Path on Zeb server, raided there and we found 2 of these, along with a BUNCH of other spells. Infact, all they droped were spells
