"Trash-Buffs" can be useful under the right conditions... For instance, hunting where mobs are known to throw dispels around (like chromadracs do so often). Well okay - that's all I can think of right now... but at least that's one useful application for a device such as this.
You have to have post-effects turned on EQ -> Options -> Display -> Advanced -> Enable Post Effects.

Yep, Post Effects on makes the effect.
Maybe there *is* a practical use, until that it's at least a bit of fun :) .
