This is a pretty clear indication to me that this is a quest item.
Question now is, where is strand one? And what quest is this for?

A guy I know collected 3 strands(all lore, all similar but ID'ed as 1, 2, 3) off him. It's not known anywhere I can find if its part of a quest but due to the magelo numbers its believe to be part of the Iksar Hermit quest in west cabilis.

OK, so I usually don't trash items that verant puts out there, but this one has to be a joke (as in just to make us chuckle). What enchanter out there can possibly add another 9 pounds of weight for these stats. This has to be for a quest somewhere. Or else it's just there for color and to make us wonder. hmmmm maybe I'll just hang on to this taking up a slot in the bank until someone figures out what it's for. NOT! hehe
I killed the Canyoneer the other day and he dropped this and a no drop Canyoneer Pike (6/27 eff: drowsy). The loch was 9 pounds and the pike 10 pounds! Since they have awful stats, maybe they are for a quest?
Did you check what it identifies as? That's sometimes a help since objects in a quest occasionally have similiar names that way.
