If you're daunted by the 24 second recast time, remember it's an irresistable spell and lasts for 7 ticks or 42 seconds.
so it's great for mezzing a single mob and keeping him mezzed.
The problem with the recast time is that you can't mezz 2 mobs quickly with it. You can do one then the second one has to wait for the recast timer. So two mezz spells are good.

I was SO excited when I finally dinged 59 and was finally able to scribe my new mez spell. I had been driving my guildies batty with my excitement, no doubt. Being stuck for a couple of levels without an effective mez on mobs level 58-61, this was huge for me. I think I was more thrilled about the 'irresistable' mez than I am about dinging 60 and finally being able to cast KEI/group haste.
I guess the game developers figured that if this mez spell is irresistable, the recast time on it doesn't have to be immediate like our other mez spells to this point. So they stick a 30-second recast on it. Unfortunately, that doesn't help much when a couple of adds come your way, you get one locked down in Rapture, and your good old Glamor of Kintaz is too low to stick on the other. Gotta think of an alternate plan for the additional add. Park it, stun it, give it the finger, or do the old split tank if you can. Needless to say I'm so disappointed in this spell and I'm back to looking forward to dinging 60 (and 61 for Apathy...the next, hopefully more happy, mez).

This spell has a 30sec re-cast time so do not reply on it for mezzing multiple mobs within a short space of time like other mezz spells.
However, it does have it's uses in some high level dungeons and is an essential spell to have.
