i know it is bought from someone in shadowhaven but what races can buy from that person example i was in hsadowhaven on my vahshir shaman and i could not buy from any halfling merchents i am just wondering what races can buy the spell because i plan to get it for my highelf enchanter

with that effective casting level by 3. which im thinking you know how spells get better and last longer every level. well if your 12 casting level 12 spell, itll be like casting the spell at 15, which would mean on lets a slow, slow with slow like 2-4% more, last few seconds longer ect....

This spell is sold by Desaliar Ter'Fediskian in Shadow Haven. Location 1440, -520
Basically this thing adds a couple of points to your effective casting skill level so you fizzle less.
As a side note, I think that the RNG tables for spell fizzles are shared by tradeskills because when I've got this spell up, my chanter seems to do a bit better.
