Gidono, I presume you saw Tnexus's answer to your post over in the EverQuest forums. He suggests that the Spirited Bolster Belt comes from the Creepy Concerto quest for a specific level.
Taking a look at the nearby EQ ID#s in Lucy, it appears that it is in fact in the section of IDs which correspond to Creepy Concerto loot (~90190 to ~90212). We'd probably need to throw some 60th level characters at it to get it to show up. I went with a group higher than 64 and got the 64+ task version with a different reward.
I know, right? They're going to put an asterisk by my name in the record books now.
I didn't even notice it, but Lucy did. Perhaps it was on a trader in the bazaar?

Almost every new item I've recorded is something on sale in the bazaar. I may have to start sending messages to the vendors to ask where they picked stuff up.
