I checked my logs to count up the 54 bags of platinum I've bought over the past couple years on 3 accounts (which I started buying after running out of anything else to spend loyalty points on).
The platinum amount is random, the max range has been 13060 to 16879, but results were much more common within the 14000 - 16000 range, with the average amount very close to 15000.
If you're earning 120 loyalty points a week, that's good for one bag of 15k plat every month.

cannot buy this with a free account...must be gold (tried on my f2p acct and the item did not exist)
Bought my first one today, just for kicks. Received 14,610 plat.
The price was raised from 109 to 436 (4 fold increase!) but the plat reward is the same. /sigh
Considering how many times SOE has added steps to decrease the volume of platinum in the game (Example: Nalasrine's 11kp parts for Qvic armor), I was surprised this option was made available in the first place. But, once included in the game it should have remained. Too many times SOE has 'changed' something that has been in game for awhile and isn't broken (i.e. moving choice loot to vastly more difficult mobs in Kunark, turning ToV single kill boss mobs into cumbersome scripted events, etc.) The change never seems to affect die-hard players that have already taken advantage of the easier circumstance. It only ever seems to negatively impact the newer or more casual player.
If it is available today it should be available tomorrow at the same level of difficulty. Access to loot/gear/options should not be based on how quickly you advance to a point in the game.

That is just stupid in my opinion. Take advantage of the situation while it exists because (always) in the future, items are easier to obtain. What once was hard at level 60 is now easy at level 80. Now that the top level is 100, plat is easy to come by. Platinum has always been easy as hunting mobs 10 to 15 levels below your own level. Just because you lack the imagination to find other ways to make plat does not mean SoE should cater to the laziest player. And this bag of plat is lazy, All you need to do now is make an account, log into it once every month and you will build loyalty. Some azz hat is going to make 100 accounts and do just that and ruin it for the rest. SoE is just planing ahead and you lack the foresight to see that. I realize that your post was in 2011 and FTP was not till march of the next year BUT SoE knew they were eventually going to make the transition and begun changes before they became problems.
There are literally HUNDREDS of ways to make plat, some easier than others, sure. BUT you can make platinum, if you are willing to give it thought and do a little work. (I am not going to give you suggestions, do your own work.)

I know you believe you understand what you think I said, but I am not sure you realize that what you thought you heard was not what I meant.
Kudos for an outstanding response!! While I started late in this game, back in 2005, I have never been at a lack of knowledge on the intricacies of the game to include making plat. I distinctly remember farming staffs in the Mines during training and progressing to Crushbone to farm belts that sold for plat...

I bought around 5 or 6 bags at once, and the price seemed to DROP if I opened a bunch at one time
First was about 15.6, then went to about 15k, then 14.7, 14.3, 13.9,then to 13k...I don't know if I just suck at clicking or there's a corrolation..but I know when I had 3 and clicked 2, then zoned and clicked the third, the price seemd to reset and give me 17k for the last bag

I bought 20+ bags across two accounts, the range was anywhere from 13,200pp to 17,900pp.
It's not based on account age OR lvl
It's a random amount, between 13k-16k
I opened up 7 bags on my secondary account, and got 7 different numbers ranging from there.

I decided to test it out and got 15k roughly from the bag
I bought my first bag of platinum from the loyalty vendor today. I received 13854 plat. This was on my level 82 ranger.

add: I purchaed a second bag of plat and it delivered 14636 plat. So it seems variable in the amount provided. We'll just have to see from others what the max high/low is.
