Dropped from froglok tsu shaman this morning at 1883, -528.
The Strong Tarnished Voidsoul from Firiona Vie took a long time to drop. I camped the froglok dirt valley at 1800, -100 and let the frogs come to me. Set up a low level (mid 30s) pet with regen, and let him do all the work.
Drixies and pilgrims can also become voidsouls, but those mobs are kind of spread out and are bad for faction.
As someone else posted, check track first and maybe you'll get lucky and find one already up.

As such, it looked like he used to be a pilgrim that perhaps got into a fight with a Drolvarg, and won, but at low health, so turned into the voidsoul.
Maybe look for pilgrims in the East of the zone along the pathway.
