Shadows of Luclinthis just dropped tonight off a regular old fire elemental. I have been on elemental island so long that I am aggro to all elementals, even though I have only killed Inferno. This is the only time I have seen one drop and have been there since 31.

Same thing, different names... SSoF dropped off of Inferno, the Fire elemental boss.. this likely dropps off the same guy.
No, drops off a normal Fire Elemental, not even a titled one.
The main difference in this and SSoF (Inferno's common drop) is that the SS0F has +3 fire damage, this does not.
I have seen it once and I have killed more elementals than I care to remember, the one in question stood out as he was dual wielding this and a spiny weapon.

This screams newbie ranger item....just look at the stats, great for any ranger the only prob is the weight....decent ratio too
