For PoK (planes of Knowledge) the Vendor is Sirekoth eshe
Whether he has a limited supply or was changed to no longer sell them, that's uncertain, but as of this post, Sirekoth Eshe does not have Fishing Grubs in his Purchase/Sell list.
However, as Lady Kaiana and Bazill mentioned in their posts, Caden Zharik in PoK does carry (an unlimited supply of) Fishing Grubs.

These are available from Caden Zharik, dwarf,on the south side of the Library. His /loc is -347.78, 755.41, -92.87

Caden Zharik, couple buildings down from the two brew barrels, he is standing outside.

There are at least two venders that sell these. Cabilis and Kerra Island. I am looking for more venders...

Affirmative Kerra Island... Enter the zone, Walk out the cave, turn right and you'll see a hut. Inside is a kitty; buy it from her. She's selling tons of Grubs at the cheapest price. There are some tailoring things you need them for (or was it brewing ??). Don't waste your time by foraging them; therefore they are too cheap.

I could have sworn these were a foraged item. The only way you could get them off a vendor is if they were sold by a PC.
I hate to burst your bubble, but you cannot sell foraged items. Throwing grubs sounds like fun.

While we're bursting bubbles, I'm afraid to have to inform a Ranger of the 35th season that you can sell certain, though not all, foraged items. I grant you not for much usually.
Examples I can think of off the top of my head are the non-quest gold nuggets foraged in FM, Bag of Caynar Nuts in Toxx. Forest, Cinnamon Sticks in GFay and I'm fairly sure that all foraged eggs can be sold to vendors.
Apologies if what you were saying was that you cannot sell low skill foraged items such as fruit, berries, rabbit meat etc. as vendors will not buy these from you, but would hate people to be misinformed by your post.
Also, while I'm here, any foraging classes wanting to get their brewing skill up to master level cheaply then hold on to your fishing grubs. When combined with a flask of water in a brewing barrel you can create 'Fetid Essence' which has a trivial of 122. A recipe which, perhaps due to its name, seems to get overlooked a lot.

Yep, sold by a player. Interesting side note, you can train a point into throwing and keep these in the ammo slot for fun if oyu are a caster and are bored ;-)
