I got one last week in FG off one of the underbulks or their beetle counterparts - never touched anything else in the zone but didn't notice exactly which it fell off.
it drop'd in Akheva Ruins (eqbeastiary.allakhazam.com/search.shtml?zone=152) from A Rubble Rouser (eqbeastiary.allakhazam.com/search.shtml?id=8688).

Also drops in Umbral Plains, unfortunately wasn't paying attention to which mob it dropped off.
I have this, secussion of shadows, crippling claudation and will soon be able to use mind wrack. Does anyone know what resist these are based on respectively? I've tried using them on high end mobs (55+) and had no joy - they are resisted every time.
Maybe I have just been unlucky or need a few more levels but if I knew which debuff was needed first (eg if these use disease rather than magic resist for some reason) that would help. It would rock to be able to decrease the STR STA ATK and AC of a major mob at the same time as buffing the group because then the debuff aspect would be noticable but in my experience this only works on things below about 50th level.
Any helpful comments appreciated.

Disease, the check I'm sure is disease, may say different on Lucy tho. It sticks to some things and not to others. Lvls help the most it seems.
I have had all since 57, and never get resisted, well, never is an exaggeration, but it is rare...dunno why you are having such probs =(
