In the top part of this description states Dwarf Ogre Troll Gnome can wear this but they can not.
unless you can get it resized or something.

Fine plate comes in three sizes, small, medium (shown above) and large. The weight or the piece. and races that can wear differ from the picture above for small and large. For some reason, this site has combined listing for all player made armor, showing a screenshot of one size, but listing the races for all three sizes. The size armor made is determined by the mold used. all other recipe components remain the same.

I think its just talking about FP Bracer in general not the medium sized bracer :)
