yes they are the same slow % . the main difference is the Casting time / duration of the buff. On my enchanter i first tash, then slow with desolate deeds (fast casting slow) .. I will then slow the mob again with Forlorn Deeds because it is slower casting time, but last longer, this way i won't have to Reslow the mob if Desolate deeds wears off.
