It's May, so the Spider Queen scenario which awards this item is active again in Legends of Norrath.
Also, it might be helpful to add a description of what it does to the main body of this page. I know it is explained here in the comments, but for the "at a glance" viewer, it could be helpful to make it easy to find.
This clickie can be used once every 20 hours. Rogues summon 3 bottles of Concentrated Chalandria's Bite (equivalent to Bite of the Shissar) appropriate to their level. Non-rogue characters will summon (non-concentrated) Chalandria's Bite (equivalent to Spider's Bite) appropriate to their level. Chalandria's Bite XVIII is the current max.

This item is not claimable on progression servers (presumably until the appropriate expansion is unlocked). In the list of claims, it appears greyed out and the "Claim" button cannot be used.
The Spider Queen scenario where you obtain this item is back again for the month of May, 2013.
As of May 2012, the Legends of Norrath Spider Queen scenario is back. The loot card of the same name is part of the reward for the scenario. (EverQuest II players get a different reward.) As before, this loot card cannot be traded within LoN. It must be claimed by the player who actually won the scenario.

Just to add when I put this buff on myself as an 85 Paladin it says it last 2hrs36m after about 30 minutes its gone not sure if it can only proc a certain amount of times. for me it procs close to 3k so I am still happy with a 3k weapon proc for 30 minutes

As stated earlier in this thread, "Chalandria's Fang" is a limited-time reward for completing the August 2009 promotional scenario in the Legends of Norrath card game. Anyone who has access to LoN may participate in this scenario, and it does not require paying any entrance fees or anything. It's a solo scenario which you have to try to complete on your own at any time. The scenario will end at some point soon (end of August maybe? not sure) so time is of the essence for anyone who wants this item.
The reward loot card is *no-trade* (a padlock icon is placed on the card in the LoN client) which means that you personally have to win the scenario on your LoN account. You cannot (at the present time, as far as I can tell) trade for this card from anyone else.
Speculation: the Choose-your-own-loot card from the Storm Break expansion may possibly offer this item as a reward. Choose-your-own-loot is tradeable, as I understand it. I have never obtained a Choose-your-own-loot card, so this is pure speculation on my part. Perhaps someone with a Choose-your-own-loot card from Storm Break can try it out?
I claimed this item on my level 75 rogue. When I used it, it summoned one instance of Concentrated Chalandria's Bite XIII .
The spell effect on the item description on the Chalandria's Fang states:
"Extract Poison: Spell Effect: Extract a useful poison from Chalandria's Fang. Rogues are more skilled and can draw a more potent poison."
So the spell effect's description seems to be correct so far. At this time on allakhazam/lucy I see a few poisons that people have reported coming from this clicky. The "non-concentrated" types (Chalandria's Bite ###) are all/all usable (presumably from non-rogues clicking it), while the "concentrated" types (Concentrated Chalandria's Bite ###) are Rogue-only usable (presumably from rogues clicking it). This is currently speculation, which needs to be confirmed by others.
The level range of the person clicking the item seems to also come into play. Level 75 rogue got a level 75 required poison.

If you were to redeem this at say lvl 20 would the effect get better as you lvl? or does it stay the same as the day you redeemed it?
As you gain in levels, the level of poison also increases. The increase happens every five levels.
It summons poison usable at the lvl of the summoner.
My 85 Warrior summons 85 poison
My 80 Monk summons 80 poison.

The effect is the same as the spider bite poisons used at those lvls.
