As stated this is a reward for the Legends of Norrath online card game, Storm Break, Scenario 7. You only get this claimable item the first time you win the scenario. The card is not tradeable to other LoN players. It can only be redeemed by the person who won the scenario.

Its apparently scenario 7 from the new Storm LoN, it does take up a slot, but if you buy one of the augment thingys from the Magus you can change it to be a proper ornamentation :)

Which scenarios/archetype/difficulty is this the reward for, anyone found it yet?

There are different scenarios for different archetypes in the Storm Break versions.
