For a lvl 63 rogue, the proc is a 2718 DD. I have had it proc twice on a mob (maybe more) and I have also seen it crit (I have at least 1 crit AA, but not sure if you need it or not).
Over all a nice DPS boots when you are solo'ing light blue mobs.
