Combat effects adds a cumulative value to all of your weapons procratemod. I.e. if you have a weapon with a procrate of 100, and you have 30 combat effects, that weapon effectively has a procratemod of 130. If your weapon has a base of 155, and you have 30 CE, then your weapon effectively has a procratemod of 185, etc. The cap is 100, I believe. CE increases procs, roughly 8% per 10 CE if you have weapon affinity 5. It would be a straight 10% per 10 CE without WA 5, but if you;re getting CE gear you shoul dhave WA 5.
