I found out you can only make it rain once per zone in the quest listing of zones..oh well...I still like to make it rain..at least those few times in those zones

fcoty is correct..it makes it rain and the amount of charges on it never seem to drop. I like it..I 'm gonna keep it..I love to make it rain..Love the nice cool rain it brings..purifying..cleansing

Having done this quest multiple times, the clickie effect is named Call of Karana, however the effect is make it rain, not charm.
