If I recall, you get this from the 10th Anniversary quest Bristlebane’s Party Favor – Bristlebane’s Favor.
The click effect on this summons a stack of 20 "Bristlebane's Party Pie". The summoned pies can be "thrown" at other players for fun.
When thrown, they have a round, pie graphic befitting the item name. The original animation looked like a fast moving rock that was difficult to see. SOE updated this with a better graphic and it is now slow enough to SEE. The target will respond with a "stagger" animation when hit (if they are standing). Only PCs can be hit. You can stockpile stacks of pies for future mischief. :) Sadly, they cannot be traded.
Very decent of SOE to allow these to be reusable.

Thanks for this. I'd like to add that as of 4/14/014 NPSs are a valid target for the Pies now. However they don't stagger like the PCs do. :(
