This item is claimed. This was an in-game reward from the Legends of Norrath January 2009 Loot Tournament : Source : Legends of Norrath: January Loot Tournament For just ten (10) event passes, each participant will receive three (3) Legends of Norrath Ethernauts booster packs, a Sionachie Heartsinger (5P27) promotional card and either an EverQuest® Familiar of the Runebound Goblin (5EQP6) or EverQuest® II Personal Theme Music: Drafling Tower (5EQIIP6) loot card, depending upon each player’s system settings, and entry into the January Loot Tournament weekend to compete for additional prizes! |

It was a reward from a LoN tournament back in 2009, according to this archived announcement.
Yes but as a tournament reward it would not be buyable in the baz.
I was updating the "prize" version which probably came from the LON packs in the baz but as I only purchased it from the seller then I cannot say for sure when LON pack they got it from.

This item is an in-game reward for the Legends of Norrath online card game. It is not clear how it was rewarded, but it possibly might have been for winning tournaments or scenarios. It is not obtained through booster packs.
