This shackle is used in the Shackle of Bronze quest, not Shackle of Steel.

These shackles aren't quested for to be worn! ( though u can if u dont have better) You do these quests because you need the Shackle of Tyronnium for the Whistling fists quests! And the robe of the Whistling fists is used in your epic.

The Whistling Fists and the Robe of the Whistling Fists have absolutely nothing to do with each other. The Whistling Fists is a hand to hand weapon, sort of an alternate epic, the requires the shackle of Tynnomium to begin (and thus this bracer). Robe of the Whistling Fists is the pre-requisite for the traditional monk epic, the Celestial Fists, which is a hand item.

This si where you need teamwork and good timing... or just excellent luck. Kwinn the Outlander spawns just west of the forest giant fort in FV. His spawn is triggered when someone asks Klok Ephmir (the merchant in East Cabilis with the froglok head in his tent) "What outlander?" He will only spawn if his spawn point is relatively clear.

So, best way to do this, go just outside of the giant fort, either clear the fort and surrounding area yourself or have a group do it, then have someone back in Cabilis hail Ephmir and ask him "What outlander?" This should get Kwinn to spawn soon (near the giants), where he'll slowly start walking west.

I had the fortune of the giant fort in FV already being camped, saving me the hassle of clearing it, and had my RL brother hail Ephmir at the appropriate time.

You people are totaly missing the point to this quest, 90% of the monks out there who do this quest dont even use THIS particular bracer, they do the quest so they can get the last bracer in the line, you have to do all the quests in order, and yes, all teh first bracers DO suck, but its well worth it (from what I have heard) to get the last bracer.
