Are you using the default UI? There should be an option on the item window for this to convert or something like that where it will convert the potion into a usable potion for your level.

my bottle of clarity pack blew up when my lvl 58 pally open it on the Ragefire progressive server. I petitioned Daybreak and they said I'd get another at a future update, waiting, haven't seen it available in the marketplace for a while. Meanwhile pally has been moving on sort of (59)...
