Mods raise your skills above your skill cap. At level 40 with 200 Pick Locks, I could open the door at the Freeport bank, which requires 201 in Pick Locks to open.
If a rogue with maxxed picklock skill of 210 equips the Gloves of the Brood in his hands slot, and holds a Cheirometric Lockpick Device on his cursor the two skill bonuses do stack. He winds up with a modded skill of 222. Pretty cool.

I'm not sure, but I THINK the +xx percent to a skill adds that, no amtter what. I think you can go over the cap, or else VI wouldn't have put them in the game. THey aren't as stupid as you say they are.
You're right. It does add to the skill no matter what skill level you are at. If your skill is at 100, then with these you can pick like it's at 103. If your skill is 200 then it's like 206. Not a whole bunch, but allot better than nothing. Might be enough to make the diference when you need it.
