Mods raise your skills above your skill cap. At level 40 with 200 Pick Locks, I could open the door at the Freeport bank, which requires 201 in Pick Locks to open.

hell ya, there is a pair of not too shabby gaunts that drop off the centiens in ME (4-armz)
they gave a +10% picklock mod, i beleive.

If a rogue with maxxed picklock skill of 210 equips the Gloves of the Brood in his hands slot, and holds a Cheirometric Lockpick Device on his cursor the two skill bonuses do stack. He winds up with a modded skill of 222. Pretty cool.

There are items that gnomes can tinker with lockpick mods, as well as a pair of nodrop gloves from Maiden's Eye with lockpick mods.

skill mods dont stack with each other and only the highest equipped will count.

^ not exactly true. If you are wearing a mod item, and have a set of mechanized lockpicks on your cursor, they will stack.

I'm not sure, but I THINK the +xx percent to a skill adds that, no amtter what. I think you can go over the cap, or else VI wouldn't have put them in the game. THey aren't as stupid as you say they are.

You're right. It does add to the skill no matter what skill level you are at. If your skill is at 100, then with these you can pick like it's at 103. If your skill is 200 then it's like 206. Not a whole bunch, but allot better than nothing. Might be enough to make the diference when you need it.
