Shadows of Luclin
Defeated the Grimling Prince in Hollowshade and he dropped this also.
Found this on Xin Thall Centien at UP zoneline in ME.
also found in Grimling Forest off of "No Eyes"

I picked up one of these off the Grimling Runner when I was camping him for the Rallic Pack quest.
Yep, so did I today. You could see him carrying it, so I knew he would be dropping some sort of spear.
