Does anyone know if this cloak needs to be worn in order to click the effect? Also, what is the cast time for the effect?
I'm heading to tenebrous for some armor pharmage for my baby Sk and Necro. If this item can be used from inventory, I'm keeping it for me!
EDIT: Ok, just got this cloak a few minutes ago (90 minutes after my original post)! I verified that it must be equiped to use. Also, this item takes 15 seconds to cast and there are no charges to worry about. It works just peachy keen for my baby necro (level 30), so it will work for characters at least level 30. My necro (gnome, bertoxx) is dubious to the entire castle, so it was safe to run around exploring. I would assume my Sk (ogre, cazic) will be safe here too - I'll post later when I find out.
One group of 55+ people thoroughly pwned the entire castle except for the big boss. It was a fun break from exp grind to twink our babiez.

Bobbing Corpse isn't a pet spell, so no you wouldn't have a "free pet" You can still use it the same way your talking but the effect is for the SK's version of Dead Man Floating, Called.......Bobbing corpse.
Cleric epic can be used by Clerics that are under lvl 56... Necros under lvl 57 can use the summon corpse effect on the PoG robe... Shall I go on? There are lots of items that can be used before you reach the appropriate spell level so if you don't know, kindly STFU! Thanks ;)
... might be to wear this with a suit of the Validus Custodius armor from the Katta guards -- the negative AGI from the armor would be nicely offset by this cloak.
Of course, you probably need to be a heck of a lot higher level to get this Cloak than the armor...
...so if anyone happens to know anything about the quest (if it is in fact a quest reward), please post some information. I know there are several named vampyre NPCs out here in Tenebrous Mountains, so perhaps they've added some more quests to the various NPCs. I was somewhat surprised the first time my necromancer saw that the Coterie of Eternal Night was only dubious to him; I was even more surprised to find that the Minions of the Sun Lord (revenants and reavers in Scarlet Desert) were also dubious! I'm hoping that eventually, there will be lots and lots of things for evil people to do that nobody else can. I think that would be a very fitting reward for being KOS in most of Norrath and half of Luclin.
This is not a quest reward. I looted this off a named coterie while in a group that was keeping the fort clear in Tenebrous Mountains. We did this for about four hours, and one of the named dropped this... Finally got rid of my Lizardscale Mantle :)

"There is an ancient Iksar saying, that something lasts only as long as the last person remembers it. My people have come to trust memory over history. Memory, like fire, is radiant and immutable. Those who renounce the flame of memory in order to put out the dangerous fire of truth: Beware these men, for they are dangerous themselves... and unwise. There are false histories written on the blood of those who might remember, and on those who seek the truth."
Honestly? .... Lizardscale Mantle ... Shoulder Slot. .... Volatilis Wing Cloak ... Back Slot. So tell me, why did you REALLY do with your Lizardscale Mantle on that dark and stormy night? Do not try to hide the truth! Let the fires of the Inquisition begin, and the true history be revealed ...

Bobbing corpse is VI's sympathy spell for SK's...they dont wanna give them DMF so they give them a nerfed version of it...you can find spell versions of each other all over sk-necro spell lists
So effectively, Bobbling Corpse is the same as Dead Man Floating minus the See Invis, that SK's can cast, not too shabby. If I had an SK, Id be happy with the effect alone...I know when my necro got DMF, that was a turning point, my feet have since to touch the ground.
maybe lower but mana free good for a tight spot, anyway just wondering if anyone knows if this stacks with DMF, or will the one override the other. will they stack if dmf is cast first...so on. any info would be nice
They do not stack. DMF will overwrite this, as will Druid's SoE. Even though all 3 of these spells have lev effects, it seems if you try to stack them the lev effect gets cancelled out.
Orignly you could Cast BC/Levi then have a Necro cast DMF and the levi effects woulc cancle out but keep the DMF buff effects (helped with lag on Trak raids)
Then VI made the Levis all stack ... but the PR effect wount stack ... Then VI found that Multi Levi spells was alowinf people to get Levi in zones it was restricted in (like Hole) and made NONE of the Levi effects stack...
I have BC and SoE stack all the time. Guild druid insists on SoE'ing everyone all the time, and I use BC a lot before I see him. DMF will overwrite it but SoE wont.
