Need is such a strong word. You need Void D access as it says, and you can have FoS theme completed to get there, but you don't need it. I.e it's not the only way.

Have been discussing with someone in private messages this week. So will paste what I wrote today, "So for instance, if you've already done OGH and Kithicor, and find that there are more people doing Rathe tasks and easier to group, then you can complete Rathe which would be three themes completed and Void D access, and while you're at it, completing Rathe theme will also give you the option to go straight to getting a tier 5 merc."
And to add to this, if you complete Fos after that you will get Void E acess and the option to purchase a tier 4 merc will open up.
