The task "Acts of Reprisal" is from Armsmaster Volen in Bloody Kithicor. You will need to aquire the faction necklace (Army of Light Pendant) from Scout Talendien just west of the zone in from the Void to get this task.
Steps of the task are these...
Locate Innoruuk's Chosen Regiment (Arthak V'Tyrin on map)
Loot the head of Arthak V'Tyrin, the commander of the Innoruuk's Chosen Regiment. You will need to kill him first.
Locate the Darktide Lancer's encampment (Selranna Ichoren on map)
Loot the head of Selranna Ichoren. You will need to kill her first.
Locate Felstorm Marauders' encampment.
Bring back the head of Paltyn S'Teth. You will need to kill him first.
Deliver the head of Arthak V'Tyrin to Armsmaster Volen.
Deliver the head of Selranna Ichoren to Armsmaster Volen.
Deliver the head of Paltyn S'Teth to Armsmaster Volen.
Hail Armsmaster Volen.
You also receive 45 Chorobines, Faction with Silla Herald the supplier, some experience and Blood of the Officer.
