Go to Nedaria's Landing. the wolves there seem to drop med-high pelts rather often. ive never once gotten a ruined from them. they are probably level 18 or so tho.

these are not a common drop. ive hunted wolves in GFay for 3 days now not one medium quality wolf skin. any sugestions on easier place to find them?

Yes, you can make this into Small Studded Leather armor. Trivial at 56. You can also skin this down to LQ with a skinning knife. LQ pelts can be used with a silk thread to make Leather Padding used in Fine Plate armor.
