Used in the quest Massive Retaliation in Toskirakk with NPC Galadvert Nabilsten.

You bring Galadvert 1 quill, 1 a roll of vellum, 1 ink of zek Then give 1 "false orders" to Ganekk Dopp, then return and hail Galadvert.

Actually, you do everything you said, but when you "give" the orders to Ganekk Dopp, be prepared to kill him right then. That part has all ???? in place of what to do after the turn in of the False Orders. I didn't know I had to kill him; I too, thought all you did was turn them in, then run back and speak to Galadvert. Needless to say he wiped the floor with me. After rez and rebuff, ran back to kill him, as I now saw that I had to do, and couldn't sic my pet on him, couldn't even land a DD on him.
So, a word to the wise, hand in the orders, then kick his butt ... right away. Be prepared =)
