I seem to have lost the shackle of dust,Can i do the whole thing over ???
Yes, talk to Niska. The female iksar monk. She gives the Penance quest to get you back on the path of monkdom.

Humans -can- get the foraged items for the Shackle of Bronze. All the items are -not- No Drop so a human monk that wants to do the quest simply needs to either be friends with someone that can forage or pay people to forage the items for them.

just one thing that may burst u human bubbles out there, HUMANS CANNOT FORRAGE FOR SHACKLE OF COPPER, or is it bronze, .... ant any rate, u need to forage rocks and stuff for one of em. just so u kno, there IS a way around it, but ..... that would be tleling.. now ouldnt it ... =P

Provided you have enough faction, yes you can do this as a human, but you have to go through the reclaim newbie item quest, which is, as Nitramous mentioned, very very tedious.

is ot correct that human MNK can do now this quest ? if yes, how ?
There has been a new quest added in Kunark to help people reclaim the newbie items that they've deleted or lost due to some misfortune.
In your guild, hail the different masters. One of them should ask a question like "do you still have your xxx" or "have you lost your xxx". If you give the appropriate response indicating that you are missing your newbie item, then they will give you a book to take to the toilmaster. When you give it to the toilmaster, he'll give you back another book with directions on performing the ritual of exoneration.
The ritual of exoneration is appropriately tedious and painful to do. If you follow the directions correctly, though, you should be able to reclaim your newbie item.
I've successfully performed the ritual of exoneration with my shaman to get his newbie cudgel back, to verify that it works.

the name of the guildmaster that starts the quest is Master Niska. hail her, and she will give you a dialogue. at the end she says 'you still have your bracer, dont you?.' say 'i do not hvae my bracer' and she will give you a note to take to the toilmaster. he will give you a book- here is a summary of the book: ask for the hammer of exoneration, ask for the bag, then head to west cabilis and find 'a mortician' on the second floor in some building and ask him for the mortar and pestle. you have to use the hammer (4/60 procs ***** shatter) to fill the mortar and pestle, then combine, then put the product in the bag the toilmaster gave you. combine them and give them back to him. tedious is a good word for this quest.
