They had done some work on the merc quests, and now it appears this item can be taken to any of the dragons.
You get the normal task window, and all three quests appear. At Indifferent faction, I had only Kurns show up in green text, so I took that and completed it.
Tried all other scrolls (about 10 I had), and all did the same thing again (only Kurns was green, the others were red). So, I just tried the Sokokar one to see if it tells me what I need to get it, but it just issued it to me with the usual 6 hour time limit. Completed it fine, and yet it is also still red again (the next day).
I have many scrolls now, and they are all for tasks. None are the useless scrolls. It appears to me that there are now only two scrolls (the one that triggers these three tasks and the scroll for the Raising Cabilis trigger, the useless scrolls no longer drop or seem very rare), and you can select the task you want for these three quests (barring the timeout, which still applies).
Other changes from the responses below are that the scrolls do not stack (even when they are the same type, give the same quest). They are also returned after you trigger the task window, so you only need one to trigger all three quests. No need to keep killing the messengers after you get this one and Raising Cabilis.

Actually you can give them to any of the dragons. I gave all of them to Jaled`Dar and got all three quests (consecutively of course, not simultaneously). There doesn't seem to be any way to tell which messages are which. The best way I've found is to simply keep killing messengers and hand in these sarnak scrolls as you get them. If you get a timer lockout message, it just means you've already done that scroll's quest recently, but you can hand in others (even though you don't know what you've got until you hand it in) until it does give you a quest.
Sealed message #1 of 9. Messages 1 and 9 can be used to start a task, the other 7 are just filler.
You must recapture that sarnak. Failure will not be acceptable.
