Got this tonight after many killing sprees on the poachers. At level 16 I could handle the cave with the Loda Kai poachers and traders pretty easily with just my own buffs.
I just got another one of these shrouds tonight (01-10-02), and it listed more than just VAH under race. I believe it was all BST races, but I can't remember for sure at the moment. I'm currently working on the quest with my Vah Shir Jharin, so when I finally get the Blessed Champion's Cape I can see just who can wear it now.

I think you miss the point of the name or maybe you had not read the quest info. The poachers are killing kitties and this is a major offense to the kitty people. Returning 6 poached hides (which took me way more than 6 poachers) would definately be seen as an act of the hero of the people. Someone there to right a wrong done to them. (Though for the life of me I cannot figure out why guards dont kill poachers). Not to flame, just my 2cp.

Maybe the poachers carefully manage their faction? Except they all aggro on me, so I don't think so.
