Shadows of Luclin
I remember waaaaaay back starting out when I would have killed to have something with a 23 delay. As a newbie its not how hard you hit, its how may times you get a change to hit the creature before it whacks you. Give it to a newbie with a couple of Plat of spare change and they will remember you forever. I agree, make yourself a hero for someone.

If you get this weapon and don't want it, and don't need the coins from selling it, take it to a newbie zone and give it to a low level character that can wield it. Its amazing how much fun you can have with a weapon like this when you're low level. The newbies will kiss your feet and bless your name for such generosity. I know this for a fact because I've been the recipient of such items before. They've made game play a lot more enjoyable for me.

This seems like even more of the same fine steel like wpns on Luclin, and lvl 40 to get. There is Rathe Mountains for fine steel of course that place is always so obscenely crowded for such a small zone that it's unreal. But at 40, you can also do advanced dungeons that drop much better stuff than fine steel i.e. lower guk--***, lord, or frenzy room. Just my 2cp.
