I have these on a coterie legionaire in tenebrous mountains, at the same camp at Tymoz
Got this off of a Coterie Assassin in Katta. Conned blue to lvl 51. It gave me and a 52 druid a pretty hard time, we both almost died. They have an instant lifetap that did about 200 dmg to me, but he only used it once.
This loot sure does suck considering the lvl of the mob. The only use this has is to give to a n00b because it's not hard for any of these classes to get 6AC on their shoulders.

If Verant is against twinking then why do they keep putting twink gear on mobs that people who might wear this stuff couldn't possibly kill?

Yep twink out a newbie SK, but that's all this is good for. +3 HP's? +1 INT? C'mon! Those are non-lore bracer stats, Verant.

I hate that when they do that crap with +1 int -1 fire. what the heck is +1 anything gonna do for ya even at low lvls
How often do you need fire resistance? How often do you need INT? I think that should answer your question...
