A putrid skeleton at 4935, -140 in OGH, game time 11 pm (IF it matters).

Undead spawn mostly at night and you would need to kill around 10 mobs that can drop this before you even see one. One in 10 is not bad but if there are less than 10 spawns of Undead in OGH or OGV that can drop this plus other players looking for this drop... you are in for a very long day.
Luck?

I just killed "a skeleton" twice and got 2. It spawned near the tunnel at the north of the zone. I killed this last night once and didn't get it.
Shrug
Rare

I've killed each type of "skeleton" that is supposed to drop these several times. I've gotten one off an undead soldier in OGV, that's it. My bet: It's just rare off any skeleton.

Dropped off "a skeleton" near the tunnel to the druid area. It did not seem to drop off "a Skeleton".
Just got one

Just got one from a skeleton just outside the tunnel at the top center of the Oceangreen Hills zone.
Undead soldier

I can confirm that an undead soldier drops the dust.
Not Common!

This is not common by any means, been looking for it several hours now.

Undead Soldier - roamer in OGV - 8:00 a.m.

Ok... 6.5 hours later, I got 6 of these for my toons.. 5 from OGV, 1 from OGH.

In OGV, they seem to drop fairly regularly (~50% or greater) from "an undead soldier" -- but ONLY the ones that spawn in the crypt and only between ~midnight and 5AM game time(!).

Part of the problem there is that "an undead soldier" doesn't always seem to spawn every day/night cycle in the crypt...

In OGH, I picked up the 6th one off of a skeleton (not a Skeleton) around 4AM game time... don't know if game time impacts drop rate in OGH or not... regardless, good luck.

Hmm... all the mobs in the crypt are nontargetable during the day --- do they stand up at night?
drop rate fail (kinda)

Ah, got it.. the mobs spawn in the crypt, but don't stand up and walk away 'til night falls. Nice flavor. ;D
drop rate fail (kinda)

My luck was a little closer to 2 in 7, but this beats the pants off of the minuscule drop rate off the skeletons during the day time. Be warned, though, that the soldiers are a little beefier than your average light-blue-to-85 mob in OGV.

I would be so happy to see this drop now and then. Again either Sony hasn't gotten drop rates correct, or they want to limit progression to a lucky few who can get this item.

In preview took me 4 hours to get this to drop. After preview, I have spend 7 hours killing skellies and not got this to drop, yet. It is not a common drop.
