As a 52 bard, you should have no problem fighting in the H/WL (Hand/Warlord) room in Karnor's with a good group. H/WL requires a good monk to single pull and someone to tag.
Karnor's is fully camped most of the time, so you may have to be patient to get a spot in the H/WL group. And this is a rare drop so don't expect to see it right away. I have spent many nights in H/WL and have never seen one drop, although I know it has not been removed from the game because it seems to drop when I'm in some other part of the castle.
On the plus side, KC is a good place for a 52 bard to get experience if you don't mind putting up with the doods. Like any heavily camped Kunark zone, you'll have some nights with nothing but idiots and other nights where your group flows perfectly.
Also on the plus side, you should be able to pick up the Warlord Skull for your epic in H/WL pretty quickly. It is a much more common drop than the dagger.

Tishan's clash is a lvl 20 wizard spell, 50dmg and a 4 second stun, very nice for all.

I heard someone who had one say it started procing at level 46

my bard, Klavyn is lvl 56, was twisting in chant with others. did not see effect go off in about 7 fights. is it broke now or what?
