I personally got this off a thorny sunflower, and i know it drops off a poisonous sunflower and gigantic sunflower, i'd just keep killing sunflowers til you find one with a name out of the norm, then kill it, good chance you can get this

Drops off the Gigantic Sunflower killed one tonight green to me at 60.
Drops off Killer Vine in Scarlet Desert also.
I went to scarlet desert with my lvl 51 shaman, and asked multiple people to check track for the poisonous sunflower but after 4 hrs I had no luck. I was also killing sunflowers believing they were the phs. I want to buy one of these bad, I am on Torvo server if anyone has one. Or anyone that has got it give me an idea how rare this mob is. Thanks

LOL - relatively weak? Relative to what - Sleeper? The whole strategy for killing Trak involves getting him turned around so the whole raid doesn't get smacked down by his 500dd and 1500pt dot per minute poison attack. True he has low hps and can be killed fast but having 250PR is the minimum to have a chance at resisting that AE if he faces the wrong way which will make the difference between a CR or a dead dragon.
IMO a +15PR belt this easy to get is worth it.

If you have room in your bank for a newb item that has 15 PR cuz you might need it for Trak, raise your hand so I can smack it. He isn't so hard as to warrant keeping a piece of junk around to counter the relatively weak AoE that's poison based. Time your buffs right and have regen on and he's cake as far as the AoE. Enjoy your mana robe :)
1 less wis than a Crystalline Belt but that 15PR is a huge boon, definitely worth having in the bank for raids if not for frequent use

Hrmm...+15PR waist slot. I know that for Trak/Sev this is an awesome resist item and seems relatively easy to obtain. Very far from crappy in the high end game...
Defintely has its uses. Scarlet is a very annoying zone. Most things are aggro, are light blue to barely green to 60. Bring a tracker. Also is a ton of quest armor drops in this zone.
