This reflects well in my cultural gear. I have all visible slots with stalwart, at level 81 it shows:
AC 17
HP/Mana/End 210
+3 heroic str
+21 dis/poi
stun resist 3

i have this on my full set of SoF grp armor (warped, cored, and earth essence and it is not 25 ac or whatever, its 7ac and 89 hp/mana/end
Full SoF Group Prismatic = 70% of emblem max stats
ie. AC: 17 STR: 0+3 HP: 210 MANA: 210 End: 210 SV D: 21 SV P: 21 Stun Resist: +3%
I do believe that to make the emblem 100% max stats u need SoF Raid Essenced full set, I am not in a raiding guild so I cannot confirm or deny this hypothesis.

Seiyaryu is correct the more SoF armor you have embedded with a prismatic essence the closer the stats on any Augment type:15 emblem you choose are to becoming full stats. In other words a full set of SoF armor all pieces embedded with a prismatic essence equals a full stat aug. I have actually tested this. I had 8 pieces of Sof armor all steam cored and with a earth essence in them and the Elemental earth Emblem i am using as my chosen emblem was at i believe about 60% of stats when i finally upgraded my bp to a chromalinked bp(prismatic essence) the stats went up. If you have no prismatic essenced armor but have single essenced armor it does not matter which essences you have embedded. In other words you could have 8 pieces of 8 earth essenced armor or 8 pieces 4 earth essenced , 2 ice , 1 fire and 1 air and the stats would be the same on the aug. I have also tested this. And it does not matter which emblem you decide on all emblem stats are based on this. So if you thinking all earth essences with a earth emblem makes a difference it does not.I had the emblem of triqars initially and changed it to a earth emblem and stat % was the same.

In order to get max stats, you have to have a full suit of the SoF armor... example. mages are glossy silk. with the prismatic its commanding silk... so for every commanding silk item WITH a prismatic essence in it, the stats on the emblem go up... kinda stupid if you ask me...

By "complete set", do mean that they have to be all of the same elemental based, ie. fire or earth, or can you have mixed pieces?

ok i purchased one of these augs and
put it on my martial frostlinked coat and id doesnt have max stats im seeing ac 1,hp 21,and mana of 21. If the aug does not give full stats then why put a slot 15 aug on it. my only guess is maybe you need the prismatic armor for full stats?
