You need at least to do too : Gathering from the Goblins. I got Runed Wereorc Skin from ending this mission.

Confirmed. Have the 3 reducing the threat quests done but got nothing, got the task gathering from the goblins and its showing the reward as xp, faction and runed wereorc skin.

Try "Gathering from the Goblins" task given by Eliowil in the Fangbreakers camp near the zonein to steamfont. Indif faction worked for me.
I received this from Tyrinam in the Loping Plains (by docks) when I finished Reducing the Threat - Wereorcs. I also simultaneously finished Reducing the Threat -Worgs, and that was the time I hit warmly with Fangbreakers, so those also could have been the triggering events, but it seems logical to assume it was the Reducing the threat - Wereorcs.
I was running the Wereorc task on two characters and only received this item on the character who had kindly faction to Fang Breakers... Just some more info.
